Even if you take the 1.5 billion people, each individually has an average of a CO2 footprint a tiny fraction of those in rich western countries. The main source of pollution in China and CO2 emissions is to produce things that other countries consume. Should this pollution be the fault of producers (China) or those that off-shored this production capacity and consume these goods? If rich western countries like USA or Canada or UK made its own crap, their emissions would be much higher.

It's going to be extremely hard to stay away from fossil fuels unless people want to go nuclear. Or if there is another electrical power generation method. Renewable sources, especially solar, can definitely help but it's not enough to support power intensive industries and other activities. People need to take a serious look at the technical aspects too rather than just government policies.

If you ask Chinese people to look at numbers per capita in terms of clean energy production, you should also ask yourself to check the consumption (emission) per capita. It doesn’t make sense to ask only one side of a problem. We are talking about clean energy due to consumption and emission. You mentioned the US and Germany. Let me tell you some data. According to the research from Naomi Oreskes, who is a professor in Earth and planetary science at Harvard University, the cumulative emission of China per capita is only 1/10 of it for the US since 1751 til 2009. This means that the average Chinese citizen has contributed only about 1/10th the average US citizens in terms of emission. To be more specific, the energy consumption made by one US citizen is 10 times that of a Chinese citizen. This number is also far behind the UK, Germany, Russia, Canada, and Japan. If you are making a comparison without asking the reason, then why do you make it? You should do some research and more importantly, NO DOUBLE STANDARDS PLEASE

While this may be hopeful, it is unfortunate that it had to get to the extremes it has before China decided to alter course. I always thought China's approach was ignorant. They seemed to have adopted the position of "well, you guys got to 'enjoy' unfettered polluting, well, now it's our turn and our right to do so too." The problem with this is manifold. On the one hand, why would you claim it as some sort of being"owed" to be rampant polluters? The thing is, one should _learn_ from the mistakes of others, not insist on some sort of being owed repeating them. Yes, the West did a lot of polluting - but we didn't know what we didn't know. Now we do. Now China does. Why not learn from that understanding we now have that we didn't have then then? Why insist on acting contra to that knowledge? A second thing is that it would be better, with this knowledge, and while _developing_ your economy, to start out with clean technology rather than to build up a vast infrastructure and legacy of dirty manufacturing when you actually have benefit of the knowledge of the problems that will cause, ex-ante. A third thing is perhaps the most damaging. When we were polluting because we didn't know better, our economies were still nascent and small and simply didn't have the shear size and volume of modern economies which had a limiting effect on the amount of pollution that we could produce. We simply didn't have a high capacity to generate vast amounts of pollution because we hadn't grown to modern economic sizes. But China is _starting_ with building out a _modern sized_ economy with vastly more potential and volume to generate pollution if not done cleanly. And they will do it on a much shorter time frame because they aren't inventing manufacturing technology at the time, which was also constraining on the amount of pollution we could generate at the time, but they are just building out with extant technologies without such constraints on capacity to pollute. That is, if they grow with dirty technologies, they are doing it with vastly more polluting capacity than existed when we were doing it in our ignorance of such things. But better late than never. But as for policy, I think a large part of the problem is that policy is rejected in the West not because people don't want to be clean but because it is being rammed down people's throats in an authoritarian manner. That is, the elites are trying to force people to _cut back_ on building personal wealth as it contributes to pollution, and to pay higher energy costs, further adversely impacting personal wealth creation. If policy instead took the approach of encouraging technology development and expansion and _free adoption_ of that technology rather than forcing people to essentially be deprived of energy use and free choice, it would gain far more acceptance. Just for illustration: consider incandescent light bulb bans. That creates a negative perception among people as they are having choices imposed on them and being denied free choice. However, with LED technology becoming more mature, people are far more widely freely adopting that technology. What would have been wrong with NOT banning stuff in an authoritarian manner but instead allow such technologies to be developed and mature on their own and people freely adopting it on their own as has been the case with LED lighting? Makes the authoritarian imposition of CFL use look pointless and foolish. If policy was to encourage things to happen more like LED lighting development and adoption rather than to by try to impose CFLs by authoritarian fiat and decree, I would think the West would be leading the charge now. Or look at autos. For years the Feds and CA have been trying to force people to buy certain cars and trying to disallow people buying the cars of their choice, with things like CAFE standards and "gas guzzler taxes. And since people didn't want to buy them, makers didn't want to make them (duh). So all that really accomplishes is to impose by fiat and decree on the people, not on the automakers. That is, the real effect isn't to force car makers to make certain types of cars, but imposes on the people to buy cars the elites want them to buy and to not be able to buy the cars they want but the elites don't want them to buy. But any more, after public demand has changed, car makers all have hybrids and electrics in their lineups, and often multiple models, Not because government is forcing them to, but because that's what people now want. Stop trying to _force_ people to act in certain ways but instead create an environment for development and uptake to happen organically.

It had environmental policies which in theory were able to avoid serious pollution while keeping the economy growing, but it was too corrupted to execute all those policies. It was only till recent years when corruption was reduced, the environmental policies started to work.

This is how the Chinese government operates. People began to complain about environmental pollution, and the government investigated it and introduced policies. These policies are rude: 1. People are not allowed to burn coal for heating and establish central heating. 2. Close the polluting enterprises directly, regardless of the damage of the business owners. 3. It is forbidden for people to graze cattle and sheep, impose new jobs on people through administrative orders, plant trees and get paid. 4. It is forbidden to open new farmland and impose land acquisition and planting trees. They are rude, but they worked.

You can buy R22 from China because it is uses as blowing agents, protection gas for other industrial uses. As a rule of thumb, AC units in China do not operate beyond 20 years because apartments are completely renovated about 8-15 years in China. How I can prove this? An split AC unit resale value is valued at 1/10-1/20 of original price (Mitsubishi on second hand market worth about $50-100 where the original price is north of $500-1000) but you have to pay for the labor to take it down ($50 for anyone to come to a jobsite/$50 for him to get a unit from rack that is hanging outside of the unit). So essentially, you come out negative on an AC. I know dumpsters love R22 units: they are getting a great deal to take a perfectly working machine apart because R22 units tend to have a lot more copper than the newer units （an AC units from early 1990 uses about 10-15kg of copper which has a resale value 700+CNY where you may get 100CNY as an AC unit）

Thank you for presenting facts on China's progress on pollution control. It is very difficult to acquire true information when it comes to China. I was quite surprised with the number of coal fired plants they have built in other countries! Are they still continuing to do that? It doesn't help environment if they are just going to translocate those coal plants. They are probably doing this so they can sell their coal. Sad but true. Why don't they instead build solar plants since they have glut of solar panels and lead the world in renewable energy? India is trying hard to get away from coal plants and their dependants on oil. They are also smashing their targets in solar energy output but barely scratched the surface on electric vehicles which they have just started. They do have ambitious goal though for electrification of transportation. e.g. India is planning 100% electrification of railways within next four years, which stands around 50% right now. They are working aggressively on electric bikes and cars too, targeted at 2030. Anyway China and India are at least doing something; unlike US president, who doesn't want to even believe in global warming...! Please give us update in the future about how they are doing.

China can definitely help other countries to build renewable power plant, like UK, France, include nuclear plants, which China mastering that. But as the business between countries, the deal is based on buyers' needs instead of China's willingness. African and South-eastern Asian countries want coal plants because they are much cheaper than renewables. China just do its business, he cannot decide which type of power plant it should built for other countries. For most of underdeveloped countries, coal plant is better than no electricity.

Bob King See, I can understand the business aspect, but that is a easy way out. In our Indian philosophy, you have to do best you can for others. When cost of solar is almost at parity or cheaper than other means of energy sources; this is not a viable argument that some one can accept anymore. You have to take it further down the line. When you do the business with someone, it is also that person's duty to educate and help the other party to accomplish their goal with proper perspective, not just what is fast, easy, cheap or where you can make the most profit. We are the biggest polluter in total but not per capita. The per capita of emission of Western developed countries was 7.6 times of developing countries between 1900 and 2005. Even now, Western per capita emission is couple times more than developing countries like China. Stop portraying the picture as if China is the sole problem. We are all in this together. In so far as the pollution is from smoke stacks of coal fired power stations and metal refining plants, the solution was solved in America around the 1950's. They installed electrostatic precipitators and sulfur scrubbers into the stacks and the air pollution was hugely decreased. Does China install these??

As a countries like China go from developing to developed status there is the potential to offshore pollution/waste to poorer developing countries as outlined at 9:50 into this video. This loophole of exporting pollution needs to be ring fenced. China has recently set a goal of becoming carbon neutral by 2060. Countries like Africa might end up being the default and dominant manufacturer for the world given with a free right to pollute and increase emissions as China and india have currently- till 2030.

Yeah I looked it up. It's designed that way and the black and white parts are different solar panels. And the overlapping is just because the pictures aren't lined up perfectly.

I just see coal plant after coal plant being built. The central government gave up building plants to local level which does the most expedient. I am encouraged by the increase in small electric vehicles (scooters, tricycles, bicycles) but need to use renewables to support it instead of dirty coal. Also not enough answer for cheap heating for the poor still seeing coal briquettes for home heating be distributed.

@@shaamsolanki2881 all that's true except for the fact that we currently do not posess the technology to store enough energy (batteries) in order to ensure constant energy supply. Because of that nuclear energy seems to be, for the time being, the best realistic alternative to other fossil fuels.

China can definitely help other countries to build renewable power plant, like UK, France, include nuclear plants, which China mastering that. But as the business between countries, the deal is based on buyers' needs instead of China's willingness. African and South-eastern Asian countries want coal plants because they are much cheaper than renewables. China just do its business, he cannot decide which type of power plant it should built for other countries. For most of underdeveloped countries, coal plant is better than no electricity.

10:00 not sure if one can conveniently conclude that China is exporting pollution when it is funding coal-fired power plant in developing countries. For example, without the power plant, individual consumers in those countries may buy cheap sulfur-enriched coal for heating in winter, and nobody, government or entities can do anything about it. With power plant in place, it can be mandated that the plant should use cleaner, low sulfur coal to generate electricity (now a lot of leverages can be used to make sure such mandate happens). And now individual consumers can use electricity to generate heat. In total, it would still be cleaner than before.

I saw an article that income directly correlates to one's carbon footprint, so I imagine with all the economy improvements in China we're going to see an increase from them too. While it is cool that they're building an infrastructure for clean energy... I doubt it is sustainable for a consumer based economy. The only real answer for global warming is either not buying as much crap or killing a quarter of the worlds population.

After I hosted 7 chinese guests during the 2013 Chinese New Year celebration in Norwalk, Iowa I came up with a mitigating solution to airborne pollution which I am trademarking as REES - Rare Earth Element System(tm). It's a solar charged portable air filter. Inside of it will be a small DC powered fan. It's not a clear picture if the presentation do not show a balance view of root causes, and not just another China bashing. You have to take into consideration the historical accumulation (I.e., US and Europe did all the biggest carbon emissions that's still in the environment today), per capita impact (I.e., China has the biggest population) and global economic role (i.e., China is currently the factory for the entire world). Ok, my two bits. 1) Why don't the graphs at 7:06 & 7:20 match? If the better air quality is leading people to live longer, why is the higher life expectancy actually in areas that seem to be more polluted? 2) China's population itself being so huge, if we consider them in terms of global percentages, they will always be in the lead. 3% of US citizens & 3% of PRC citizens are not the same number. Rather than comparing the global contribution to Green Jobs (where a more populous nation will always have the upper hand), it would be more effective to consider the domestic ratios of each individual nation. What percent of the total population of a nation is involved in Green Jobs? I'm sure we'll have a different picture. I recently saw a KZbin advertorial by the PRC Government (idk why it showed up on my phone) which said that "the poor rate in China has dropped" & there was a little line plotted in the middle of the screen heading downwards, but the number on the higher end to the left was 4.45 & the number on the lower end to the right was 7.something & there were no axes drawn. I almost missed that in the flow of the ad & ads don't rewind. Never trust propaganda numbers. They might just be turning the laws of statistics upside down.
