Actually, it's the exact opposite. If you read the Resolution, you will see that further deepening reforms means more reforms on SOEs, such as in the railway and energy sectors, increasing market involvement, and advancing opening-up reforms. Meanwhile, it's important to remember that there is still a socialist element, with the CPC playing the leading role and the central government upholding common prosperity as China's long-term economic agenda and guiding principle.
