Hello friend, I think I should correct you something, hope you can see me,otherwise I will feel uncomfortable for several days. What you described is not how the Chinese government works, more like what the Chinese government is made of. Maybe they mean the same thing in the west, but absolutely not in China. To start with,all Chinese officials are promoted by achievements, starting from being admitted to the civil service, from the lowest level to the secretary and assistant step by step, to the district head → mayor → governor → secretary of the provincial party committee → to the central officials, and finally they can become the president of the country. In this process, they are all promoted by economic growth, people's livelihood, housing, infrastructure, science and technology patents, environment, etc. In different periods with different proportions. The performance evaluation is very frequent, and they are usually transferred to different provinces in two or three years. This is how it works

Achievements on goals of the single party CCP. In a democracy, the achievements are judged by the people but in China and other non democracies, it’s the party or the dictator that judges achievements.

Popularity and achievement are very different,The former requires good speaking skills, good performance on stage, and the ability to answer malicious accusations and brag about his party. The second kind requires to have good record in solving practical problems on the ground.

Their voting system seems to be the equivalent of having a voting structure in the UK where you would vote for your parish/town Council representatives who would then vote for the district/borough representatives who would then vote for the county Council representatives who might then vote for national government who would form a cabinet and choose the prime minister. This is an interesting way to look at it.

If you replace king/queen as the head of state by voting for it and prime minister is appointed by king/queen. Prime minister appoints the governors and governors appoint mayors and such.

Unfortunately you're missing the most critical element of China's government: how government officials' performance is evaluated by the largest HR organization in the world - the Organization Department of the Central Committee of the CPC (中央組織部, ODCC). Young, smart graduate students are often sent to poor and remote villages as the governor to be the starting point of their political career (or say the CEO of a village), where performance evaluation is conducted by ODCC every two years. Their performance are measured by 1) Solid KPI, which might include: poverty alleviation, reforestation, carbon dioxide emission, GDP, medium of disposable income, unemployment rate, etc. 2) People's opinion, poll companies are hired by ODCC to reach out to people to conduct polls to evaluate the performance of local governors, where many tangible questions are asked (is your garbage collected on time, is the road paved well, etc.), and 3) peer feedback In sum, it functions pretty much like modern for-profit organization like Apple or Google. To continue to build your careers within CPC and get promotion, you need to deliver solid performance, well accepted by the people you govern (or lead), and get along with your colleague well. If you can continue to succeed for 20+ years, you might have the chance to be elected into the top 7 Politburo members and even go further to become the president like Xi (Xi went through the same career progression for 20-30 years before becoming the president). That's why China believes they have the better talents leading the country all with proven track records while the western world would elect leaders like Donald Trump, Zelanskyy etc. that helicopter down to the very top position without any prior political experience.

@@olentangyriver1191 The basic structure is somewhat correct, but too general, I guess that's what you get from a short independent video. It's a vastly different system to simply compare it to let's say, the US system. It's different from it's basic ideology, which is a Marxist basic principle.

I follow Polymatter and all the China videos have nothing but CCP shills In comment section. It’s easy to spot because as soon I bring up the concentration camps in Xinjiang or 1989 Tiananmen Square massacre, they just flat out defend China over it. I’m sure this video will attack many of the CCP shills considering China has built up an online troll network that is looking to takeover as many outlets as possible (Reddit, Twitter, KZbin comments, etc)

This video is a good start. You should mention how the merit system works, how leaders come leaders, taxes, incomes of entities, and national statutes on goods and services for each region. The actual meat of how the government works and funds itself, not just the geographic lines created (which doesn't actually tell us much).

Social Credit Score system is literally in the name -- it scores you on social interactions that include silly things like jaywalking but also stuff you post online, including if you post anti-CCP content. It is not reserved just for financial criminals.

In my opinion, is this considered less democratic by international standards? Maybe. However, if what I'm hearing both in the video and in the comments here is correct, then this system (at the sacrifice of more direct democracy) puts a heavy emphasis on electing qualified and thoroughly smoke-checked officials into government offices. Western peoples really like the idea of being able to put just anyone into office, and they hold on to this principle like it's the word of God. However, it's not necessarily a terrible idea to value qualification barriers and limitations that are outside of direct democracy. After all, western democracy has its flaws too, especially when you can observe how corrupt and incompetent American politicians are. Is that a problem in China too? Maybe, but it definitely means many anti-Chinese government activists from the west are the pot calling the kettle black.

It sounds like it could be a good idea, but at the same time, requiring party officials to approve every candidate running for office quickly presents a glaring opportunity for corruption. The ruling party can easily shut down opposition by just disqualifying candidates that don't serve their interest. I'm certain that the CCP has a list of subtle and not-so-subtle ways of making sure that the right people fail those background checks. It's kinda like how in the US, additional voting security measures _seem_ like a good idea (who doesn't want more security?) but are usually just a sneaky way to disqualify minority voters. Coming back to the West (specifically the US because that's what I'm familiar with), we can look at our politicians and see that _most_ politicians are relatively well qualified (with a couple glaring exceptions). That doesn't necessarily mean they're _good_ politicians, but they are _qualified_ - even our slimiest and most moronic politicians hold college degrees. We could try to set out some guidelines to automatically disqualify bad candidates, but it's hard to do that objectively without feeling like you're just drawing arbitrary lines in the sand. And if we aren't careful, it can be easily abused (like China's system, which is probably designed to be abused). But finally, there is actually a hidden requirement in our election system - you have to run a campaign well enough to actually get elected. This isn't a perfect test, especially when political parties can carry an attractive candidate so far, but it does provide some sort of barrier to entry that forces a candidate to displau public speaking and leadership skill. So yeah, the US system definitely isn't perfect, and we've had some idiots get elected or get close (my state tried to put a football player in office). But on the whole, I'd rather have the people decide who's qualified, rather than the state.

I mean China is a one party state that put crippling restrictions on their citizens' ability to use the internet in an attempt to prevent them from learning about the atrocities they commit. maybe you can political theory your way out of calling china a dictatorship ("umm actually it's a one party oligarchy") but it's definitely a highly authoritarian state that does not have the best interests of its citizens in mind.

Before Xi Jinping came to power, there were indeed a large number of corrupt and incompetent officials in the Chinese government. However, after Xi Jinping came to power, he carried out severe anti-corruption actions. The current level of integrity of the Chinese government may not be transparent enough, but I think the efficiency has reached the top level in the world.This leads to a very ironic point. Coming from a Chinese: good video, although I think a chart would really be helpful since you mentioned a lot of names and terms that most laypeople probably aren't going to be able to keep track of. I would also really emphasize the peculiar arrangement in China between the Government (政府) and the Party (党), as it could make any discussion regarding the "Chinese government" really confusing if people don't specify what they are talking about. In the Chinese context, the two are simultaneously fused (as in the saying "one department, two plaques" 一个部门两个牌子) but yet kept de jure separate.

@@luzherrera4463 The NPC standing committee has a lot of power, but that's because its leaders are also high-level Party leaders (e.g. Li Zhanshu, the Chairman of the NPC Standing Committee, is also one of the seven members of the Politburo standing committee). No, the NPC will not directly go against the Party Center (党中央)'s plans. The Party Center--i.e. the Central Committee of the CPC, with its Politburo--is the nucleus of political power in China, there are no other centers of power.

The CPC is not even a Political Party, it's a meritocratic ruling organization or class, similar to the Imperial Bureaucracy of the Dynastic China. The CPC is not a political Party as defined by the Western definition because: 1) it has no constituency, it represents the entirety of the country's interest, this fits well with the Socialist Democratic Centralism. 2) There are no strictly speaking, Politicians in China, Xi or any officials in China are part of the Civil service system, Xi and the Politburo is rank 1 out of 27 ranks in the civil servant system. in Imperial China they had 9 ranks of similar civil bureaucracy system in the West, there is a clear distinction between politicians and bureaucrats, the former is elected, the latter is appointed. in fact the Civil service system was copied from China by the British in the 18th/19th century. Finally, China's system is officially, Democratic Centralism with Consultative Democracy. This means that decisions are made within the Party or the Committee, through an internal vote, the Minority MUST follow the will of the Majority. Which means if you are in the minority, you must vote in favor during the formal voting process, to present an United Front (which interestingly is the ruling coalition's name in China) So you cannot have someone who is opposing for the sake of opposing.

This is a common misconception in the west, but you have to stop looking at other countries using assumptions from your governments. The CPC is legally an integral part of the National government. The CPC and the other branches of government (executive, legislative etc.) are part of a whole. It is not organized in a typical European fashion where the parties and the national government are separate and almost mutually independent. Thus it is not legally possible to sever the CPC from the rest of China's government, similar to how you can't sever the church from religious countries. The PLA command is a department under the CPC which in turn is part of the national government.

One thing you forgot to mention though, how to become a member of the 90 million CPC. The Simple answer is you apply. Though you have to go through series of background check and evaluation how you've help your community, What's your policies etc. Just like how politicians laid out their agenda and applying job at the same time. China's famous Poverty alleviation plan was president xi's brainchild while he was still a regional member. The regular 5 year plan was also an older policy of the previous administration and still being in acted today.

China adopted an arrangement that works for them. It shows in what China is now today- already an economic powerhouse and a rising military power. For a country with over a billion people of different ethnicities, China needs a strong central government to keep the country together. In its millennia of continuous history, China knows well what happens when the central government becomes too weak, too corrupt, and too distanced from the people. From similar lessons in its long history, it also knows what happens when provinces are given too much autonomy.

The structure of a state is basically identical to Socialist Czechoslovakia (the country what I know most of) or any Other comunist state. All of the other states with big populations and multiple ethicities solved there problem by spreding power, (India, Russia, US, Brazil). Also China isn't that ethnically diversed in term of population. Without the communist China would already be the most powerfull country on the planet. Try to comper it to South Korea, Japan or Taiwan that is also inhabited by chinese.

I think the biggest difference from most Western so-called "democratic" countries is that it actually works, China was able to move 800 million people out of poverty in less than 40 years. The "theory" about how the government is very different from how the actual power works, I don't know any country who is truly democratic to be honest but at least in some scenarios China is doing a great work. Deng Xiaoping famously said "It doesn't matter whether a cat is black or white, as long as it catches mice." Besides of that I believe it's very complex situation to govern a 1.4 billion people country, would be nice to see how India does it! Maybe Russia as well because those are probably very different from typical Western countries.

Of course authoritarianism works, no one is arguing that. Criticizing a government for being despotic is a judgement of morality, not its efficacy. Is threatening people with violence to make them do things you want done effective? Absolutely. Is it moral? Not at all. And if you’re looking for countries that are truly democratic, look at Ireland, Norway, Sweden, or Denmark.

What you just described is not how the Chinese government works, more like what the Chinese government is made of. All Chinese officials are promoted by achievements, starting from being admitted to the civil service, from the lowest level to the secretary and assistant step by step, to the district head, mayor, governor, secretary of the provincial party committee, to the central officials, and finally they can become the president of the country. In this process, they are all promoted by economic growth, people's livelihood, housing, infrastructure, science and technology patents, environment, etc. In different periods and different proportions. I voted twice. But the difference is, most Chinese don’t care about politics, and officials would not make a speech for propaganda, so most people like me don’t know who is better. Teachers told us to vote, but we didn’t have preference about whom to vote for, so we just threw our votes to anyone in front of us and then went back, forgetting their names. (I prefer to vote for women as I am a woman)

The de facto legislature of China is the NPC Standing Committee (consisted of just ~180 people), instead of the NPC (National People's Congress, ~3,000 people). NPC only hold a 2-week session once a year to vote on major issues, while NPCSC convenes every month to vote on most laws and amendments.

I took an international politics class back in college and China's governmental structure was taught. And I'll tell you it's the most complicated. Bunch of different committees and fancy names for them and somehow it's a centralized system but no way for a simple person to understand who's really in charged other than the party itself.

Don't think China's governmental structure as western-like gov't structure, whether it's democratic or communist. Think of it as 60-70% of the system has similarities of ancient Chinese bureaucracy, and the rest are bits of pieces of democratic, socialist, and communist features. Even in ancient times, the dynasties always had many factions within the court to fight for power or against any betrayals. At least that's what some Chinese people told me. LOL.

probably because their system is different than Western and even the Soviet one, its a hybrid between Soviet and Chinese traditional bureaucracy, many of the committees are in fact a replica of that in Qing Dynasty, for example there are 2 head of provinces 1 being Province Party Secretary the other being Province Governor, it was too a long practice dated back to Ming and Qing dynasty, reason of that is to divide the power on local government to prevent separatism

There is a non-communist party in mainland China called the Kuomintang(KMT) Left(Left wing of chinese nationalist party/民革), which has the same name as the Kuomintang(KMT) that retreated to Taiwan. In addition, the founder of that party was Soong Ching-ling. She was the wife of Sun Yat-sen, the founder of the Republic of China and Kuomintang.

The UK (much like Spain, or to a lesser scale Italy) isn't a particularly good example of unitarianism, as despite being formally unitarian countries their strong devolution of power to local parliaments and governments (like Scotland, Wales and N Ireland) which makes it almost work like a federal state in practice (other than for England which is still ruled by rhe National parliament in a way that is closer to regular unitarianism)

Would you ever consider doing a video on how the cardassian, bajoran and federation governments work? I’ve always found the concept of the cardassian military government and obsidian order pretty cool and I’ve long wondered if the Kai is a political position. Winn did try to be both head of state, head of government, and head of the faith at the same time.

0:55 if you actually believe a federal state is a bottom up system, as opposed to a unitary state that is top down, you really have no idea how governance works. All governments are top down systems, that is literally the only way any society can function! In a federal state the authority over certain matters is just more locally distributed.

Honestly don't think either explains it well. Local administrators and powers have much more power compared to like states in the US, they are given resources, goals and help from the top but they are still competing on a local level and vote upwards on who should represent them, but at the same time as you said there can't be a bottom up system but top down is also not really accurate

The Local People’s Congresses can be voted on by every Chinese citizen over 18. You wrongly said only CPC members could vote at 6:30 which is wrong. You probably got them confused with the local party congresses. It seems you put a lot more focus on political innuendo than on actual research.

There seems to be a lot of unexplained mystery after watching this video. For example, how exactly the policies are formulated? The NPC may be a rubber stamp but they must have some ways to research and develop laws and regulations. If you look at the phenomenal growth of China, I don't think they just anyhow slap some ideas together. Together with the cumbersome and confusing party-nation duality, it doesn't seem to work that well.

The Standing Committee of NPC is the de facto legislative body of China, and of course almost coincides with a party equivalent. They do to many extend discuss, debate and care about each other’s opinions within that heavily gatekept power circle of theirs based on rough majoritarian principles.

The reason why people think the Standing Comittee is just rubber stamping is because the SC does not vote like a parliament does. Rather it works through very thorough discussion and scrutiny of policy and politicians and at the end of a session members of the SC usually agree on a strong majority consensus. However, this process is very untransparent as far as I know because most of this happens behind closed doors I think. So you never really know who critiqued what and who voted on what. However, this systems obviously has done wonders for China.

The National People's Congress is the highest legislative body and the highest authority, which is equivalent to the Western "Congress". Its members are elected by the municipal people's congress, and the candidates do not need to be a CCP members. The congress can make laws, appoint and remove state leaders, etc., but because the congress does not often hold meetings, members of the congress elected some of them as standing members to form a standing committee (members are usually experts in various industries). When the congress does not hold a session, the congress authorizes the standing committee to exercise its functions. At this time, the standing committee has the same power as the National People's Congress.Sometimes people complain that the Standing Committee has sidelined its entire committee.

@@xp8969 btw, social credit score is MUCH more than a fiscal credit score. Fiscal credit scores are just private business (banks) scoring your ability to pay back a loan if they give you a loan. Social credit score is the GOVERNMENT scoring your social rating which includes how much you support the GOVERNMENT. It is used not only on loans but even your ability to pay cash for services. So like a typical CCP shill you are, you like to pretend they are the same

*elections are slightly different than he said. Basically China uses a parallel system where there’s a bodies within the party and then equivalent bodies within the state. So the elections to the peoples congresses are strictly state stuff and so all Chinese citizens participate (obviously the elections aren’t really real but everyone can vote in them) and then there are separate party elections to elect the national party Congress that works exactly the same as the state elections but these elections are only for party members

@@yzy8638 Our current imagination and interpretation of the concept of democracy is still relatively new, so it's hard to pinpoint a lot of locations where democracy has brought a country up from nothing, since realistically there will always be a certain degree of economic anility left behind from precessor nations. However I guess one ex-developing country that has severly improved since it adopted democracy would be Chile. Of course their success isn't solely to be blamed on democracy, as a large part of their success was just an increased utilization of their natural ressources - but this just shows that the success of a country doesn't have much to do with the system of administration, but rather the quality of the administration (although one definite upside of democracies is that bad rulers are swapped out more quickly). The failure of specific democratic parties in selected countries says nothing about democracy as a whole. Democracies are equally as able to utilize natural ressources for gains as dictatorships or monarchies are, same goes for plenty other business strategies. It is to not surprise that there have been more nations lifted to success by imperial behavior as that has just been the gold standard for a much longer time.

In past 70+ yrs the people's congress never veto any proposal of bills, it really doesn't matter who is seating in congress, in terms of how bills are made, no one knows that either, it's commonly believed that there's a small meeting that every big shots, both current and former high ranking members in the party would participate to decide the policy, also it can be decided by one man or two, you never know.

communist party selection is open to anyone basically. my wife got an invitation just for her skills (but rejected because of me) eligibility criteria for a gov worker is university diploma and a government exam (which minorities get a bit of a privilege for but that's fine) eligibility for a political representative though is pure skill in the field the higher the position. for the entry level, it's mainly a clean police record, cities require more than villages.

@@amberyao6493 Not in my schools... I live in Calgary, Canada so we mostly learn about Canadian things. My parents and I moved from China to Russia back to China then to Canada in 2003. Also, they tend to completely use Chinese to explain CCP stuff, although we are fluent in English. I can listen and speak some Chinese, but not if the sentences or words are complicated. My parents usually speak in long, complex Chinese sentences that I don't know the meanings of when talking about this.

However, do like to point out that the "human right" thingy with Tibet and SinJiang are really just western propagada 1. Autonomou regions have a strict control that a certain percentage of their official must belong to the minor ethic group, to make sure their voices are heard. 2. It's the age of machinary, slaves are if anything else, not as affective as machinary when it comes to farm cottons. Funny how US tries to do a reverse Uno China when US literally "use their history against China" 3. The old Tibetan government (not that old as well since it just broke away from Qing) is a religious state that literally held slaves. Is restoring that really a good idea? 4. None of the "humantarians" in the west have visited those regions yet they came up with all kinds of story. Yet my father visited Tibet and my wife visited SinJiang, the stories are simply untrue. 5.
