18 is the normal drinking age in the world and was the drinking age in the USA, now the outlier, until the 1980s. You hardly have to go to Portugal for that. Many countries (Germany still does) used to have wine and beer drinking ages lower than 18 until very recently. Wasn't well enforced for liquor (18) either. Maybe things are still taken casual in many of these countries as well, which Lola experienced. You're given nearly all the other responsibilites of adulthood at 18; "your brain is not fully developed at 25" as it's so often emphasized when it comes to things like this but apparently you are quite mature enough to make the decision to sign up to kill and potentially be killed in return for some cash when you are 17.
