I think he only threw the one fireball, and then was like he was caught in a whirlpool, trying to fly away but his flames were getting pulled in, so he was just stuck in place even when he put maximum effort into it, couldn't get further away. I've also heard people say that he was trying what worked in his movies, and in most anime, of just upping the output until he overloads the other guy's power to absorb, but either way, his best bet was to just shut the flame off.
