Granted this storm was historic. That said, this section of I-40 has collapsed before from floods, and has been a constant site of repairs, relocation, tunnel collapse, etc. There is constant effort to try and stabilize what is unstable land and old crumbling rock through that gorge. I believe eventually the only answer is going to be to install a raised highway like I-70 through Glenwood Canyon in Colorado, essentially the same thing as the Blue Ridge Parkway viaduct around Grandfather Mountain in NC .

That particular stretch where the collapse occurred, on the Tennessee side, has seen closures in the last couple of decades for serious rock / landslides. You can see the evidence of the repairs that have been done for those events. That section of I-40 is very precarious. It sees a lot more rocks and boulders hitting the road and closing it down then it does flooding, but flooding is in this case a much more serious problem. That section of I-40 runs parallel to the Pigeon River for most of that section. There are also a couple of tunnels along that stretch of interstate as well. I've been up and down that road many many times. The only thing that the state of North Carolina is going to be able to afford to do is an in-place repair, and it's going to take them at least a year to do that. In order to fix that section of interstate to prevent it from being affected by flooding or landslides in the future is an expense that would require a lot of money given to the state of North Carolina and Tennessee from the federal government. I don't personally see that happening.

Repair the highway as follows: (1) First and foremost, hire a competent and proven contractor; (2) Drive i-beams into ground until they reach bedrock; (3) install corrugated steel sheets and attach to i-beams; (4) backfill with rock and concrete; (5) add road surface; (6) install concrete road barriers at edge of hillside; (7) drape steel fence across hillside to contain boulders. These methods are used effectively throughout the US.

I would think it would make sense to cross over waterways and then steer as clear of them as possible. I realize it makes for pretty scenery and for lower initial costs, but for the long run it doesn’t make much sense. Government entities and politicians don’t usually think in terms of making things that last for many years. It is just a matter of sporadic big revenue projects for jobs. That same section washed out about 15 years ago. They said they got it fixed and it would never happen again. Guess they got that wrong.

Perhaps this time they will get it right or at least until the next colossal 30-day unprecedented storm that no one could foresee.

I would build the road on other side of river and then bridge it over few miles ahead

Nails and concrete = temporary fix. Cut the mountain and pack it into the fault below = far more permanent fix.

Wouldn’t be a bad idea to blast into the mountain to remap the road parts.

You pile drive steel into the bedrock of the river, creating a wall of steel, then build concrete dam wall that diverts the water away from the bank,,if the river turns towards highway gotta have a diversionary wall, other it won't be fixed properly, long term fix money wise, but needs done immediately, no career job, slow poke stuff

You just simply blast more of the mountain out build a retaining wall and move the road more away from the rivers highest flood crest.
