1: GVK, GMR etc had no experience when they got the airport deals. So they had to partner with some other experienced airport companies to manage it. Adani is doing the same thing and partnered with Munich airport (Flughafen Munchen). 2: India's first PPP airport is in Kerala and the Company that manage it (CIAL) had zero experience to manage an airport. Yet they did it and is now one of the most successful airport company.

It simply means that after one corporation reach the limit, they won't be eligible to place a bid for the others. Adani was not the only bidder, you know
