It’s only seventeen minutes because of generation 7. That’s not an impressive track record. But since it’s an ice type, I guess seventeen minutes is impressive, especially since it’s generation 5, meaning that at the very least it was good in half of its generations it was playable. I think it's design is clever. An Icicle covered in frost that gives the appearence of Ice Cream. Which then inspired the people in the Pokemon world to make Ice Cream. It's a shame the evolutionary line suffers the Torchic treatment with it's shiny.

It’s also funny how Hail made a Pokémon good. The only other Pokémon that uses Hail is Alolan Ninetales, and that’s more on being fast enough to fulfill a support role. The rest of the Snow Warning Pokémon can’t do anything. Vanilluxe is lucky it is fast enough, hit hard enough, and had Blizzard.

Fast ice types are a lot better in-game then they are in comp because you basically get to abuse all their good qualities without suffering their SR weakness (mostly because the AI doesn't use hazards and battles are rarely 6v6 anyway). Jynx has always been an excellent in-game mon due to her speed, solid dual stab, and good special attack. That being said, there's an old adage stating "everything works for in-game", so you can use whatever you feel like and it'll go fine.
