Are you sure though, the strategy no 3 would beat no 2 in terms of a salary raise?

It depends. Changing companies to negotiate the salary is good. But if your current company offers you exponential growth instead of linear growth, than after another year you were hyper accelerating your worth instead of the person who took option 2. But this only works if you current company offers you exponential growth. In most cases indeed option 2 is more lucrative.
