Also they told me sometimes people are not eligible for funding. Would you happen to know the reason for that?

Yes, if you are considered underemployed. For example, if you don't have a trade and are working something like warehousing.

If you already have "marketable skills" and are employed doing that. However, it doesn't hurt to speak with the people at the career link and explain your situation. Keep us posted. We would like to know how you're making out with that.
