The reason behind the similar numbers is that the quest 3s cpu did not get upgraded, only the gpu

The quest 3 actually does have a better cpu than the quest 2, Quest 2 has a Snapdragon XR2 while the Quest 3 has a Snapdragon XR2 Gen 2

Not entirely correct, the CPU is still noticibly better (around 30-40% as per Meta presentation), but yeah, the GPU is the main upgrade here
