That was probably the most mocked moment by the fandom, especially in fanfics. My favorite being one where Jiraiya banned sage mode, all bloodline abilities, all hidden jutsu, all summons, all ninja tools that weren't kunai or shuriken, and any taijutsu other than standard academy style, all in the name of keeping things fair. Then he burst out laughing and said anyone who thought the chuunin exams would ban any jutsu is someone too damn stupid to realize it's a substitute for war and they WANT you to violate your opponent like they're a hentai elf in the middle of an orc camp. Or one where Shizune suggests banning sage mode because it's overpowered only to be shot down by Tsunade who points out 1) A rule that affects only a single contestant sets a bad precedent. 2) They never banned Sharingan, which is far more bullshit than sage mode, 3) Even IF Naruto somehow can't win without sage mode, no one is gonna not promote the strongest man in the world because he failed to beat up some pre-teens.

Yeah like they can't just ban moves. The only time they PROBABLY could is if it was like Planetary Devastation. But honestly, I'm not even sure I would ban the 6 Paths Jutsu. Like if Nagato could walk and was a chunin, I would literally be okay with him summoning his 6 paths and just hanging out by a wall, and having the opponent box with them. So yeah, I'm pretty much okay with any jutsu that doesn't literally level the entire area, so it's pretty much no holds barred

Presumably there'd be an implied rule of "Don't kill anyone who isn't your opponent" but that's it. Btw, if you wanna read the latter, it was a great crack story called "The World's Greatest Chuunin Exam Team" where Naruto's team for the Chuunin Exam is himself, Gaara, and Bee with Mei as their sensei (due to a loophole, Gaara is technically a genin despite being Kazekage, and people got so used to Bee giving orders that they forgot he's a genin too)
