If you go with the visual representation thing, then Boros' likely between monster and cosmic Garou. Cosmic Garou mirrored the speedy punch surprising Saitama and a powerful beam attack Saitama chose to do something about rather than face tank. Monster Garou at the end mirrored Boros' desperate charge against the hero-but while Garou was throwing a tantrum, Boros was going to give it his all. It also kinda makes sense with Garou only being given the awakened title with the god powers. There are other things you can give Boros like doing objectively better against Saitama in strength and speed, but if you think Saitama got stronger that doesn't work as well.

More speed is more force and larger the size of the character usually they have more power and mass. For the Garou at that point in the story showed us how powerful he have evolved.

Anyway Metal Bat is not just capable of tanking Kabuto's attacks for 3 minutes, he is also capable of tanking Sage Centipede's grand March, who is at least thousand times stronger than base Garou. Base-3 way fight Garou can't kill Metal Bat in a million years. 2. It is a fact that Garou has better muscle coordination when he is awake and that increases both his skills and stats. Also his evolution process was still going on non stop. Bang and Bomb's combined attack couldn't even scratch Rover while Awakened Garou created a crater on Platinum sperm's face after oneshoting VFU and ENW. Yeah I know Bang didn't have awakening breath that time but Garou's showings simply suggests he became "lot" stronger. 3. Flash's durability is way to much for Bang to handle. Let alone Flash could literally make Platinum S spit blood with his bare hands. A single sword slash is enough to take off Bang's head and Flash has simply way better speed and reaction feats which makes easier to land a hit on Bang for him. 4. Nah he was literally comparising manga Boros and WC Garou in terms of their power levels and capabilities. Even if we say he was comparing them "continuity" wise, later story Saitama is simply stronger than a early story Saitama and it is literally confirmed in the manga that Saitama is capable of growing in power non stop. It is also hinted in audio book when he oneshoted his yesterday version in Kuseno's simulation so him calling Boros strong is just an anti feat for a Saitama lol and if Boros was really strong for him, we can simply assume Saitama got stronger after he fought Boros. But tbh, Saitama's statements doesn't matter anyway because he also called Flashy Flash "fast" and appreciated his speed lol. Also feats > statements from lower canon sources and Boros doesn't have any planetary feat at all. Like Boros' full life energy attack is only capable of wiping Earth's surface (by stated himself in manga) and it's a one time trick while Psykorochi can just casually spam her earth cutting beams forever like Homeless Emperor because she gained that energy source buff directly from God and she can increase those beam's attack potency with spreading her roots more and more. Boros is literally the most overrated character in OPM and it's not even close.
