When Vegeta turns blue and one shots him, even Goku said he didn't need to go that far.

So I it is most likely comparing the power of Goku and Vegeta’s fusion, aka Vegito to ssj4 goku. Or at least that’s how I see it

All of this assumes that the creators had some formula that they were following for power levels, which simply isn't the case. That's why no matter what era you're in, people are forever saying planet x is going to blow from every power up. Maybe early on they were trying to show the differences in power with the scouters, but that flew out the window after Namek.

Few criticisms. I agree SS4 Gogeta is downplayed, but you don’t rly make a good argument for it. Strong arguments in his favor could be made with actual feats from the series rather than obscure inconsistent outside sources made to gas up the show. You could reach a similar conclusion by actually just crunching the numbers and cross connecting scenes from the Buu saga to the progress shown in GT. Sometimes writers will throw out random measurements that sound cool without thinking about the logical implications of what they just said, and it ends up causing a lot of inconsistencies. Like in jjk (very minor manga spoilers) a character is said to reach Mach 3 in speed which is supposed to be a high end speed feat for the series, but it directly contradicts characters reacting to and sometimes dodging (or at least partially dodging) attacks close to the speed of light. I think the main takeaway when an author puts in a really weird detail like that is character X is way stronger/faster/heavier etc etc than anyone we’ve seen before

Fusion being A×B makes no sense because that implies a change in unit, i.e., it would be "power level²", not power level. To prove it further, imagine you have a person of power level 100 fusing with another person of power level 100. If fusion is A×B, the fusion should be 10,000. But say there's a scouter that shows Big Power Level, where 1 Big Power Level = 100 power level. Then it would show both of these fighters at 1, not 100. I've always been a fan of the theory that SSJ4 is more of a Limit breaker type form. Where the fighter physically manifest their peak strength to the surface. I know that doesn't exactly help, "peak physical strength" is kinda a nebulous statement in regards to power scaling, but I am quite fond of the idea.

The way I see it, with the Heroes scaling, GT Gogeta is up there with Heroes scaling. With that being said, I also take CC Goku being literally the Goku from DBS as fact. It's only fair. What matters to me in scaling more than anything is what comes from Toei and Shueisha, and they are ultimately the ones who have the final say in all this since they hold the licenses to Dragon Ball and what they say, imply, or show, goes. SS4 GT Gogeta, being a very high level fusion, would get very far in DBS, because that's the narrative that they want to push. Love it or hate it, SS4 Gogeta = SSB Gogeta.

"Fighter X Fighter" is not the proper multiplier for fusion. It is "A + B X ???" The X in the "Fighter X Fighter" statement in Japan is the act of fusion itself not the multiplier. X is also used in Japan as a sort of CROSSOVER event like say "Super Smash Bros Ultimate X Final Fantasy VII" with the reveal of Sephiroth.
