I will explain the joke for you. When Robin says there's no Sanity Claus, it is a play on words. It sounds like "insanity clause", a clause being a particular and separate article/stipulation in a treaty, bill, or contract. In this case the idea that if a person is sane or insane it could effect the contract. This joke is a classic that first appeared in the Marx Brothers film, "A Night at the Opera", wherein while going over a legal deal Chico, a character who doesn't have the firmest grasp on the English language, mistakes the phrase insanity clause for Santa Claus, and says that there "ain't no Sanity Claus". Considering how the ol' clown likes classic comedains, I wouldn't be surprised if it being from a Marx Bros. film won Tim some brownie points with Joker, on top of being a decent pun to begin with.

I can read too! I didn’t say that I had no idea where the joke was from, I said that I didn’t understand the joke. Not a big fan of tv from the 30s so I don’t get why it’s funny.

@@euforik21 The skit goes something like this: Groucho and Chico are tearing up a contract because it's too long. The part that's left reads " if any of the parties participating in this contract are shown not to be in their right mind the entire agreement is automatically nullified." Groucho says " That's in every contract, it's called the sanity clause". Chico laughs and says " you can't fool me, there ain't no sanity claus." Other than Joker's insanity being the only relevant point of the joke, it was only a quip for Tim to buy some time to break free as he argues with Joker as to which short film the quote came from.
