This really reminds me of the situation in Italy during the Renaissance and early modern period. No strong government or state army, but bands of mercenaries offering their services to the different powers and city-states. The condottiere, I believe it was called.

yes - they had a reputation for taking a contract to protect a city from an opposing condottiere - only to then cut a deal whereby both captains would go off and sack both towns. It was the key reason Machiavelli proposed an all volunteer force of reservists from the city itself... sadly they were never implemented well and were often outclassed by hardened professionals.

He also never said "mercenaries bad, never hire them", instead he proposed that a standing army can keep mercenaries honest and professional citing England's use, in some cases amounts as much as their fielded army but because of that they will obey orders without significant deviations. Basically don't leave the hired help to their own devices. But because of Italy crippling reliance on mercenaries made it where competent mercenary leaders are heavily kept in suspicion.

Yep. During those times and likely before, ships were considered extremely valuable prizes and so were their contents. (Spices, gold/silver, slaves, the ship itself.) So back then, in war and regular privateering, you would want to do your best to capture these vessels. Not to mention, the firepower on board wasn't always enough to destroy it so boarding and capturing vessels was highly doable.

I mean to be fair, it wasn't absolutely defanged, they had their "police" forces which in our current society would be somewhere between regular police and peacetime navy patrols. Sure they wouldn't be able to orchestrate a full on war without a momentous effort or calling upon individual member states/volunteers to fill the gap, but for people trespassing where they shouldn't (targets with great value) they were more than enough to see all but the most invested away by force of arms if necessary. Sucks to be a worthless rock on the rim tough.

Important to say that, though the Sith had their day of revenge, the galactic community at large enjoyed a monumental rate of growth in all sectors. Had the republic continued to maintain its large military after the war, the wartime economy would’ve absolutely shredded the economic development of the republic, thus foregoing any chance of prosperity and stability the galaxy would enjoy a 1000 years later down the line.

in theory - you could impose serious constraints on your military if it was underpinned by a strong treaty, and there was sufficient warning of any unsanctioned military build up. This would be similar to the pre WW2 limits on warship tonnage and fleet size. But it would be highly contingent on the ability of the central government to monitor such things. IRL the League of Nations and the leading powers were unable to prevent such a build up on earth - even a project the size of the Yamato could be hidden from view and info gathering until it was launched. ... i think the idea of achieving something similar in a Galaxy Far Far Away is a stretch. Given that there are whole sectors cut off from senate gaze.

To be fair part of it was probably having to unfuck the massive mess the Empire spend twenty years making the galaxy into with said Empire being the last guys to have a massive centralized military which they used to terrorize their own citizens, with the added problem of going from plucky resistance to galactic government.

Love this take, similar to how I interpreted Star Wars politics. A small and decentralized government usually doesn't have enough power to become an oppressive regime, but that lack of power allows other tyrants to fill the vacuum. A government strong enough to protect everyone can easily become authoritarian. What the republic did was maintain a certain level of bureaucratic authority but didn't enforce many important laws. It allowed corporations to freely exploit planets under some technicality (like payment and taxes) while preventing full independence or self funded militarization. It had flaws of both big and small governemnts: the complicated bureaucracy gives authoritarians scaffolding to climb unnoticed while it's lack of real enforcement power allowed criminals and shady corporations to run amok. Palpatine saw this and orchestrated the clone wars. If the republic was more centralized, the whole clones with bio chips scheme wouldn't have worked. Plus, the separatist movement wouldn't have gained as much support if the Republic did their job of dealing with pirates and slavers. If the Republic didn't exist at all or was a very small territory then no matter what Palpatine did, there's not much force for him to commandeer. So much more complicated than a simple "anti authoritarian/fascist/violence" message.

One of the other things that caused the Clone Wars was that corporations were allowed to accumulate power and monopolies, and not only were these corporations not regulated sufficiently, these corporate factions were given Senate seats. In a galaxy where one Senator represents an entire sector of space, a single Senate seat is outsized power and influence.

To be fair, it's sort of what I was expecting. My interpretation of the demobilisation at the end of the sith wars is less "republic has no armed forces" but more a "each individual fleet, army and fighter core goes back to its respective world/system and takes up its duties there" - which means it was suddenly the decision of individual systems as to what they do with their forces after the sith war... Which was probably heavy demobilisation as they didn't need fleeta these big anymore and needed their citizens to go back to civilian work (so a lot of scrapping for credits).... There's probably a story setting there. The defence coalition seen in the high republic I see as a similar sort of thing as UN peace keeping troops/deployments - all members of the republic can apply... But certain worlds always contributed more than others. But that, by TPM, leads to a situation where, say, Alderan ends up sending more of it's own fleet on deployment while other worlds, such as Corellia and it's larger fleet, sit back and do nothing. So debates rage in the senate as to the need for all Republic worlds to participate, with counter arguments regarding "why should Corellia and it's sizable fleet send it's sons and daughters to die fighting bandits and raiders on a world governed by Ryloth? Surely they can sort their own civil matters out for themselves?" And in the end the arguments blow up into a reality check that "the supreme chancellor of the republic may have the final say in matters discussed in this senate chamber, however he/she has no say on the political machinations and internal decision of the people of Corellia! His/her appointment was never voted by them!" So Corellia looks after Corellia space. Others do the same. And those little newly set-up colony worlds or worlds cut off by their previous overseers are left with no real proffessional defence forces.

Generation Tech, can you breakdown pre-TPM book politics by the year of publication and how they differ and what common idea unites them? I think we had so many pre-TPM books written in different eras, start with 1998 Ki-Adi-Mundi comic and compare it to Plagueis and other pre-TPM books in terms of what problem they're focusing on the most and give context on the time of the writing of the book

Before WWI, the US Army was a very small force in peacetime, relying on state militias to provide the bulk of manpower when war broke out. The Republic took it even farther and it was more like the US Marshalls getting put in charge of local forces.

To me, the problem is that the Republic is too large. Less territories means less responsibilities and that also means allowing the other galatic powers to rise as well. And in that case, the Republic will needed to have a military of its own in order to defend its borders from one of these galactic powers that might be hostile to them.

Demilitarization was a terrible mistake, you can never know if a great menace can appear, the unknown regions are filled with horrors and alien empires. the republic became arrogant and this caused lot of trouble, we still need to know how the nihil where defeated.

The republic should have kept a small federal military: A small navy of highly advanced starfighter carriers and efficient escort cruisers, and a small marine corps purely to quickly aid republic planets long enough for the republic to create an army. Law enforcement would be left to the judicials.

The Republic was just to large to be truly effective. There were one million member worlds and 69 million colonies. Even if the Republic had the equivalent of a National Guard it would be nearly impossible to regulate.
