What is the requirement for LLC owndership to count as a passive business?

You cannot materially participate or the LLC has to generate passive income (ie rental properties)

Looking forward to speaking with your team...I am 1099 on about 85% of income...Can I create the WY LLC even though I reside in CA? Would it be best to obtain a non resident life and health insurance license in state of WY? I already have in AZ and IL.

Yes, you are able to create a Wyoming LLC despite living in California. Whether or not you will need to obtain licensure in Wyoming in order to sell policies through an entity based in Wyoming but doing work elsewhere entirely depends on the state's insurance selling licensing requirements/securities selling requirements. It will not hurt to get a Wyoming license as well.

If Actors receive Residual income stream for the Re-use of previously performed work, via a W-2, should FICA/Medicare be deducted? Is this considered Portfolio Income?

I believe the work of an actor would likely continue to be assessed social security taxes. Use an S-corp to avoid.
