In diplomacy, is it better to be loved than feared? The United States' "soft power" was long considered one of the nation's foreign policy strengths. On the other hand, some historians believe that the Soviet Union's loss of "soft power" -- the goodwill, admiration, emulation and willing cooperation of other countries -- played a key role in the outcome of the Cold War. Harvard University Distinguished Service Professor Dr. Joseph Nye points to the Soviet Union's invasion of Hungary as a turning point in the its squandering of the "soft power" it had gained after the Second World War.
