Soft power is an actor's ability to achieve their preferred outcomes through attraction and persuasion, and not coercive measures. Joseph Nye coined the term soft power back in the late 1980s.

In contrast to the coercive nature of hard power, soft power describes the use of positive attraction and persuasion to achieve foreign policy objectives. 0:58 Joseph Nye, the originator of the concept, initially set out three primary sources of soft power as he developed the concept. Nye’s three pillars of soft power are: political values, culture, and foreign policy. But within these three categories, the individual sources of soft power are manifold and varied. Global Soft Power Index is a composite index calculated from extensive public opinion surveys and expert assessments, evaluating the soft power of 60 countries, mostly high- and middle-income economies, along seven pillars: business and trade, governance, international relations, cultural and heritage, media and communication, education and science, and people and values. 0:37 Source: SDG Pulse

CLIMATE CHANGE. Soft power, writes Joseph Nye, is “the ability to shape the preferences of others.” Among other resources of soft power are values, policies and institutions. In the past decade India has deployed these resources on climate matters. 0:59 Source: CEEW

Soft Power After Ukraine While hard military power will decide the outcome of Russia's war in Ukraine, the power of values, persuasion, and attraction are hardly irrelevant. Though soft power tends to operate more subtly and over a longer time horizon, it has nonetheless emerged as a key feature of Ukraine's defense. 0:03 JOSEPH S.
