I guess the only thing which bothers me about the international and foreign aid programmes is when it starts off as giving a helping hand to those countries which need help, but turns into a global game of seeing which countries you can woo over to extend your influence. Don't know how often the former ever really happens, but I like to think it does.

It was this sort of thing what made the Second Congo War as bad as it was. The Rwandan Genocide, mixed with the political problems around the decaying Mobutu regime lead to the First Congo War, but once Mobutu took advantage of the conflict to obtain foreign aid, the conflict turned into a global gamble.

@@extrahistory8956 That's how the game is played from the perspective of less powerful nations. They know they don't have the direct power, so they find a way to get major powers to vie for whatever the lesser power says they can offer.

I'd say the former happens quite often in the case of smaller countries, for example both sweden, norway and the netherlands have quite generous foreign aid budgets for their size, 5-6.5 billion USD per year in recent years, yet aren't exactly competing for global superpower status.

Your video presentation made a good point on how an idea/concept with good intentions (like the Point Four foreign aid program to improve living/economic conditions in Third World countries) can be difficult to implement in our "real" physical world (our world with so many variables, does not always conform kindly to "good intention" concepts/ideas). Although the Point Four Program was abandoned, it was a learning process for future Aid programs that would emerge.

How difficult could it have been to incentivise companies to take part? Payment guaranteed by the government who makes an agreement with country concerned to repay on favourable terms? That's the approach for weapons sales or military aid so I find the scepticism understandable.

Any mention of The Marshall Plan needs accompanied by an explanation of America's monetary motivation. Prior to Bretton-Woods, it was still undecided whether the GBP would share the status of "World's Reserve Currency" alongside the USD, or whether America would fully commit to financial hegemony. The latter prevailed, to the Brits' shock, as America leveraged its TWO THIRDS of the world's gold supply to ensure the USD would be the ONLY currency convertible to gold. So overnight, America's greenback became the world's de facto currency. First, this caused a run on the dollar as the world rushed to hold that currency. Then, post-war Americans enjoyed that surge through a boom in purchasing power. Finally, it resulted in an inflationary spiral, fewer Americans could afford goods as our currency became tighter domestically. But how could the inflation be tamed while still maintaining our hard-won global reserve status? Fixed-rate convertibility to gold meant that money could not be printed or taken out of circulation. So instead, billions of dollars in new debt (not currency) was created with the terms of acceptance to Europe being: agree to the dollar's hegemony, eliminate protectionist measures against US imports, and increase exports to the US. The Marshall Plan was more about American economic hegemony and instability than charity, or those strings would not have been attached.

very interesting info here on Point 4. Incidentally, China is staring the LuBan Technical Assistance Program in additional to Confucius Institution now. If it can avoid this becoming another type of "trade deal", perhaps it will achieve what Point 4 originally had set out to do.

The Confucius Institutes proved their purpose : propaganda and Pro-CCP messages. It might just be because I'm against any government-sponsored educational faculties which are bound to be in a conflict of interest and untransparent, but there is a reason why many are cutting ties with them recently. Superpowers are superpowers, empires seeking to improve their PR, China is no different.

China's dealings with other countries have already shown that it mirrors the very issues Iran and India criticized the US for in 1953. For example, Chinese fishing rights off the coast of Iran years earlier have enraged the locals affected despite the govt touting it a success against American imperialism. For Kyrgyzstan where the Chinese mining industry set it's eyes on after 1991, the supposed returns the country was to gain have only been pocketed by the government and has had a disastrous effect on the local environment and it's people (smog, waste dumping etc.) Trusting the hegemons of the world order is a fool's errand, and China, being the oldest, is no exception.

Stop the personal insults and try learning from someone that has traveled the world (58 countries) and studied the history of many of those places. I have lived in the Far East, Latin America and Europe. I was born in Japan and traveled extensively for the first 55 years of my life. What many people call "Colonies" are actually "Territories" owned by their respective countries. Big difference betweeen the two. The United States has never drained the riches and resources of another country like many European countries have. There are examples in recent history of the US supporting real colonies against their mother countries. The 1956 Suez Crisis is just one example, where the US stopped Britain, France and Israel from invading Egypt. See the history of the United Nations for more examples.

@@Mondo762 I just listed off every nation that is/was a U.S colony at some point in history and you completely ignored that to talk about the Suez Crisis, which is a completely irrelevant affair that had more to do with getting Egypt on our side against the Soviets than it had to do with "decolonization". Why do you boomers only think about history in your lifetime? You do know this country is 246 years old right? Puerto rico has (and still is) been a U.S colony for 124 years, longer than you have been alive. Puerto ricans have never had an independent country for themselves in 529 years since they were a Spanish colony. The native Hawaiian government was overthrown by American businessmen solely to exploit the people and resources of the island. And we continue to exploit Hawaii's amenities and culture to satisfy ignorant tourists like yourself.
