They've been doing that for decades. I remember seeing it when I was a kid in the 60s. They also have trucks that can tow streetcars in a similar manner. Some of the old PCC cars could also be coupled for operation.

In Dresden we have 45 Metre (148ft) long streetcars. We also tow them just like that, but we usually have a 3rd behind the damaged just to stop it in case something would fail on the steep hill to our main depot.
