So, if I understand this all... Your timing is now off throughout the rev range just so it spits a little when bouncing off the limiter. Your ICV has a permanent position allowing unmetered air into the intake when not idling. And you cranked up the throttle cable to bring the idle RPM back up, didn't adjust the TPS so your ECU is never seeing idle, all after inducing a constant lean condition. Anyone else here talking about messing with the AFM... don't. Unless you have proper calibration equipment to measure the exhaust gasses.

what you should do for the idle control valve is use a penny and drill a hole in it that is the right size so that the car idles at around 800rpm WHILE THE THROTTLE BODY IS CLOSED. Then you can have the full operation of the throttle body and have proper idle. Also if you choose to stick with this configuration, be sure to adjust the throttle position sensor on the throttle body so that it clicks just as you press the gas pedal or pull the cable.

@@fi3rrooo oh i missed the bit where you drilled a hole in it, my bad. Still though it should be able to idle with a fully closed throttle body using only air through that hole.
