u can do it the easy way by pre comping your flag then keyframe it from 0 to 100 with roughen egdes and turbulent displace after this just matte your comp to the drawn country shape layer

Inded you did it great but there could be another ways do that, you don't have to do pri compose. But at the end result matter. But there are more convenient and fast ways to do that, with just one shape layer results could have achieved.

I think you are talking about a effect works like track mate but don't know why that's not working there that's why I used precomp method

​@@CREATE__NEW4 Yes you are right. Shape won't work properly until you don't know, how shape works. I think I should help you with it. Create a shape layer and make sure it is in 3d mode and pin it with Geolayer3 and now mark the option " rotate with among with path and zoom. Now when you apply set matt effects. It would work properly. I have you will understand it
