On 5/27/24 at approximately 1645 hours, I was on routine patrol using my department issued handheld radar device. I was watching traffic flow near the intersection of W 37th St and MacArthur Dr.
I observed a black SUV traveling southbound on MacArthur in the 3700 block and observed him traveling well above the posted speed limit. I utilized my Stryker II handheld radar and with a clear and concise tone, confirmed this vehicle to be in fact speeding, and received a confirmation of 70mph. MacArthur Dr is a posted 35mph zone in which he was traveling in. I began heading southbound on MacArthur Dr to stop the vehicle for his speed. I got to the intersection of Doyle Venable and MacArthur when I activated my emergency blue lights and sirens.
The driver, later identified as Charles Hillard Jr, failed to stop at my emergency lights and sirens. He continued southbound on MacArthur Dr towards Pershing Blvd reaching top speeds of 56mph still in the 35mph zone. We came to a stop in the inside lane at the red light at the intersection of MacArthur and Pershing Blvd. When the light turned green, Hillard made an improper lane change, without signaling and in the intersection, into the outside lane. Hillard then drove onto the pedestrian sidewalk, returned back onto the roadway where he made another illegal lane change without signaling and accelerated at a high rate of speed southbound on Pike Ave. Hillard then around the 2600 block of Pike Ave crossed over into the middle turn lane without signaling, over-corrected and crossed back into the outside lane of Pike Ave without signaling where he reached top speed of approximately 53mph as indicated on my certified patrol unit speedometer, as I paced directly behind him on Pike Ave which is a 35mph zone. There was light vehicular traffic during this time.
He failed to use a turn signal as he turned westbound onto W 24th St from Pike Ave. Hillard lost control of his vehicle while he was turning, running over the pedestrian sidewalk as he continued westbound on W 24th St. Hillard approached the intersection of W 24th St and Parker where he began driving in the oncoming lane of traffic and failed to stop at the stop sign. There was no traffic on the roadway during this time. This area is a known location where kids are usually outside playing in the neighborhoods. When I approached this intersection, my maximum speed was approximately 46mph. I estimated his speed through this intersection to be approximately 50+mph. I had to slow down to approximately 22mph to clear the intersection of any vehicular traffic. I continued in pursuit where Hillard turned southbound onto Franklin St. From Franklin St, Hillard turned right heading westbound W 23rd St again without proper use of a turn signal. Hillard ran the stop sign at the intersection of W 23rd St and Division St where he came to a stop just south of the intersection of W 23rd St and Division St in the opposite lane of traffic. A high-risk stop was conducted and Hillard was placed under arrest.
I cited Hillard for Felony Fleeing (5-54-125), Speeding 15+(27-50-302), Failure to Register
Vehicle (27-14-314), Driving on Suspended License (27-16-303), No Liability Insurance (27-22-104).
I used Ofc. Strout's body mic to question Hillard's reason for not stopping. Post Miranda, Hillard
stated he was just trying to get to his cousin's house.
Hillard's vehicle was towed to Phillip's Brothers.
I transported Hillard’s to PCRDF in unit 2018.
My MVR was active and operational.
