Since flutter has no direct access to the native API-s, yes it has to be done through platform channels, but if you don't want to write the channels yourself for getting the battery level, there a re some libraries that do that for you

Yes, but you will need to use ViewCode inside android project to create a button that will call a method with your Music Tuner plugin.
