Don't reuse an o-ring (unless the new one is damaged or missing-then maybe). And always lube the o-ring with some oil. Oil filter cap only requires 18 ft.lbs. torque ±3.5 ft.lbs. High mileage oil is not required and avoided by many unless there is a reason to use it other than the amount of miles on your odometer. If the engine is leaking or burning oil then that would bexa reason to use it. Still fixing the leaks would be better. I've put 200,000 miles on a few cars and have never needed to use high mileage oil. Also a filter from the dealer is usually less than $8. Also you said this thing holds just about a gallon's worth of oil. Were you talking about the engine? The oil jug is five quarts. A gallon is only four quarts. I sure hope you're not overfilling it. That wouldn't be good.

There have been some rare times I have reused the old o ring. The new one was damaged in those cases. Thanks for the torque specs for the filter cap.
