Not at all, too much water in the pen will wet the soil and that can cause fungi infections.

Plastic would be okay, but metal pan would not advisable because when it will rust and can affect the snails with cuts and other bad effects

You can just dig a circle trench around the pen and fill it with dirty oil(used engine oil) which is found cheap. Thank you
