Verifying your account and linking your bank are 2 separate procedures. The aim of account verification is mostly to remove transaction limits that PayPal places by default on new accounts. Linking your card enables you to pay for services via PayPal that will be charged to your card. Linking a bank such as Equity (for those in Kenya) allows you to withdraw directly to the bank.

You can accept payments even before verification, the challenge is more on withdrawing received funds hence why it is important to verify. The best practice is to complete the steps when you open an account. PayPal will send you confirmation of verification on your registered email address.

The MPESA global card can be used for payments and withdrawals but not verification. If you are trying to connect PayPal to MPESA for withdrawals, ensure that your MPESA name and PayPal profile names match (that's the only requirement). If they are currently different, you can change the one on PayPal to match the MPESA one.

Run the verification if you hadn't. Also check your email if there are steps to remove the limitation. If there are no options just wait for the limitations to be lifted. Opening another account in most cases won't help.
