The pitch shifter thing works really well. I was expecting you to stretch the audio for a more legitimate slow down effect. Of course that may have created unwanted artifacts, and you maybe didn’t have the time before the music started again for that to be effective. I’m kind of armchair quarterbacking here, because I have actually never used this effect myself.

if you’re talking abt hyper pop stutter effect, just chop up whatever u want repeated, and copy and paste it however many times u want it repeated.
