I'd like to try this with a #4 weight yarn, and would like my first rectangle to be smaller than the pattern. If I made my first rectangle with 12 DC and 3 rows, and followed your formula, would could I achieve the same results?

Just use whatever hook matches the yarn, and otherwise follow the pattern as written! :)
