Clothes washers tips: 1. Not enough detergent is better than too much. Too much detergent will not improve cleaning performance and may necessitate additional rinsing of the load, which will waste water. Too much detergent will also promote undesired buildup in the clothes washer, which will cause problems that may require repair in the future if the condition is continued throughout the machine's service life. Also, in high efficiency washing machines, especially front loading models, too much detergent can precipitate a suds lock condition which can cause the machine to stop mid-cycle. 2. Too much water is better than not enough. Water is the medium that will wash out and carry away soil in concert with the detergent. More water means greater soil handling. Although there will be diminishing returns when using more water than is necessary, that's better than not having enough water and not thoroughly washing away the soil from the load.

I had that washer before it broke. A Maytag Bravos. It’s a high efficiency top load with no agitator. I remember the manual said not to dump the clothes in the center of the washer. You’re supposed to stack the laundry around the center, leaving the center somewhat empty of clothing. This allows the center agitator-less washer to properly clean the clothes. I’d never buy another of these again. There wasn’t enough water due to the high efficiency, and some of my clothes would come out actually dry.

You loaded the washer wrong. This is a HE Washer (High Efficiency). Which means instead of a normal agitator in the bin, it's a impeller. To wash the clothes nicely, you need to out all the clothes on the edge of the bin so they don't block the impeller.
