Best Sharingans are Shisui's and Obito's in that order if you're thinking ability-wise. I'd say Shisui's is on a class of its own.

Tinrut The Gamer Well it belongs to Obito, but Obito gave/implanted his Sharingan into Kakashi's eye that got sliced out. Kakashi got the Mangekyo Sharingan by making a chidori to take out Hidden Mist Ninjas. But since Rin got the 3 tailed beast in her she decided to run into Kakashi's chidori. So, the beast will die along with Rin. Obito was there to see Rin's death and by the time Rin ran into Kakashi's chidori/lightning blade it look like Kakashi 'murdered' Rin. One way to get the Mangekyo Sharingan is by killing your friend, another way is by seeing your friend die. Obito became evil for that reason. So, that is how Kakashi and Obito got their Mangekyo Sharingan.
