In my experience, you have higher chances of succeeding if she makes prolonged eye contact with you, than if you just approach any girl you like. Of course I did cold approach a girl who hadn't noticed me at one point by approaching from the back and she was attracted to me and gave me her number, so you don't have to limit yourself but some approaches will be more successful than others. Focusing on the ones who notice you and show interest will lead to more success.
