I did mine with EPDM rubber and it saves time and money because will last at least 20 years warranty life of the rubber is 50 years easy for instalation just few hours no nails required easy. Your felt will last just few years and you have to replace it again i prefer rubber epdm felt

Yes it will work the same you can use some primer first if it's pourus

Do you have to use adhesive with the felt on an apex shed? I wanted to do it without, but wondered if it will be OK with just clout nails

If you want a better seal then adhesive is recommended but necessary. I generally overlap and make sure the nails are about 4 cm apart as the wind will rip it up.
