A) Press that contact with a tool with a plastic or rubber handle. B) Ninety Percent (rhetorical) of the time if the motor hums as described it's the starter-CAP, not the motor. Try rotating the fan with a stick or screwdriver while it's buzzing. If it spins up it's the capacitor.

Check or replace the fan motor capacitor 1st. Often, the compressor and fan motor share a dual type capacitor. Replacement capacitor must have the same values as the original capacitor. If the fan motor bearings are worn out, the motor will not start properly due to excess friction of the worn bearings.

check for cap bulge while you are in the electrics, bad motor will stress the cap

You've ruined the airflow by placing the blades "3 fingers high". Look at how low the OEM placement was, this was done for a reason and is aligned to the black plastic air shroud.
