This might work for game play audio but just from watching you in this video, your vocal audio is out of synch with your mouth as you speak. Your vocal audio is out of synch and is lagging behind your video (mouth). To fix this, you do need to enter a time into the audio offset you showed at the beginning of the video. When they say audio lag, it means your audio is lagging behind your video......in other words, your audio starts before your video (mouth) start to move. In a video editor, the audio would start before the video movement.....so it is lagging behind.....audio lag. The audio offset in the advanced section will delay when your vocals/audio start....to allow them to start when your video (mouth) starts. If you record (not stream) a small segment of video and just clap your hands together, the audio will come before the hands actually come together if you look as the recording in a video editor. All you need to do it count the number of frames between when the clap audio occurs and when your hands actually meet. Take that frame number and divide it by your fps you set (usually 30 or 60). Take that result and multiply it by 1000 to get your ms offset you add into the advance audio section. That will fix your audio lag for your vocals.

Ok I found out that all I needed to do was go to my global settings and make sure that the audio settings were coming from my computer and not my capture device.
