What happen when you change this value from 3 to 1 (3 is the default value also in my PC where i haven't download issue with Chrome)? From the video seems the download file is no more scanned for viruses so this can be a security issue. If the download issue regards Chrome why change a Windows key registry? I suppose this key registry is of Windows and not Chrome. You can expose your PC to security vulnerability by editing the Windows registry if you are really not sure on what you are editing. If you have issue with Chrome i suggest to ask help on the official Google Communities support.google.com or ask also help on the Microsoft Community answers.microsoft.com/ for Windows. Please cheek the following Chrome guide: support.google.com/chrome/answer/2898334
