they actually have a “child lock” type locking mechanism on them, you remove one of the aside caps and unlock it. install the retractor on vehicle ane it will work normally again.

It may not be your case but the reason your seat belt has locked its because usually the seat belt mechanism is designed to work only in one position, specifically the same position it is installed in your car. So if you put it back

I've just tried that and you're right !.. held it so it was in the same orientation as it is on the car, gently lifted the strap and it came out...

I’ve seen a seat belt that has been removed, lock up somehow unless it is stationary and perfectly plumb up and down. I would set the seat belt on the ground before you try the screwdriver idea, make sure it is perfectly still, right side up, and only then try to pull the belt out. Any movement or rely can lock up the seat belt and then lead one to believe it is malfunctioning. If it worked fine before your removed it chances are it is perfectly fine, it’s just a user error.
