Microsoft support suggested to ask a family member or relative living outside the country if they have a phone number you can use to unlock the account. For me, already tried a phone number of my friend who is in Malaysia but it did not work, I don't know why. So until now, my outlook is still locked.

I fixed it by using a VPN. I followed the steps of the pinned comment, but on PC, I opened the VPN and put my VPN for the COUNTRY OF ORIGIN OF MY ACCOUNT AS I HAVE IT CONFIGURED. And I entered my outlook account and the method to send the message correctly appeared.
