Interesting point at 50:00. The wildlife refuge I live near you can hunt and fish (kill) wildlife but if I fly my drone it disturbs the wildlife ..WTF.

The park you were referring to as "Horse Shoe Bend" is actually in Utah near Moab and is called Dead Horse Point. They still have 2-3 specific months available to drone pilots where you can purchase a permit for $10 to fly your drone in the park. Safe Droning!

Someone should consider suing the federal government over the "temporary" rule. Someone already successfully defeated the FAA's requirement for a license. The NPS could simply create restricted areas, rather than a blanket rule.

As a citizen you have representation in Congress. I would strongly urge all responsible drone operators to make their feelings known about NPS and FAA policy towards drones to their congressman and senator.

@EVERSONG I made up my mind to move to Japan and joint three of my friends who left America 4 decades ago, after I was falsely accused of a heinous crime and had to incur $27K in legal defense fees and then found I could not sue the officials because they have qualified immunity. It's been a struggle ever since to try to find a way in. I visited in 2017, but I can't find any visas for senior citizens to retire there.

All of the harassment was BS--it's like a former Soviet citizen coming to America because he was jailed for speaking out against the regime. It's not a crime in Japan what I do in America that violates some cop's made up rules. And I was vindicated and found "not guilty" of the charges. But I'm still on the hook for the defense costs.

AIM 7-4-6 "Pilots are requested to maintain a minimum altitude of 2,000 feet above the surface of the following: National Parks, Monuments, Seashores, Lakeshores, et al, administered by the U.S. Forest Service" "The landing of aircraft is prohibited on lands or waters administered by the NPS... Exceptions include: 1. When forced to land due to an emergency beyond the control of the operator; 2. At officially designated landing sites; or 3. An approved official business of the Federal Government." "Federal regulations also prohibit airdrops by parachute or other means of persons, cargo, or objects from aircraft on lands administered by the three agencies without authorization from the respective agency. "

“Drones might scare the animals” said a park ranger to me at Grand Teton NP. We took off from the lower saddle of the Grand and a park ranger happened to see/hear it down below... she waited for us to come down and took our SD cards (we handed her different ones🤪) but she was super cool and let us keep our drone and equipment. She followed us the few miles back to lupine meadows trailhead and told us to leave and not to come back with drones...

What does the Part 107 waiver & authorization do? I am just getting into drones and my house is closer then 5 miles from airport. My question is do I need to call the atc everytime I fly it will learning to fly it or is the waiver something to look into?

Did you guys ever get a response from NPS? I tried to get info on the permit process about a month ago and was reminded that drones were not permitted. I am Part 107 certified but that didn't seem to matter to them, so I'm curious whether you ever heard back from Mr. Rick?

At least for Part 107 holders they should allow certain areas, ask for a fee which would cover insurance, limit the number of permits per day and let us do our thing. National Parks are big enough and have room for all of us. Stupidity is keeping us from enjoying and them from making some extra money.

NPS is gonna feel the heat because the more restricitons that they put on "What is" & "What is not" allowed in National Parks, the less We The People want to go there...Those belong to us We The People and it's funded by our Tax Dollars...!

It is my understanding that big travel, and commercial companies are also behind these policies against drones. Photography is big cash, for marketing, and commercial purposes. Keeping amateurs out of the parks, and their thousands of pictures flooding Google, Facebook, instagram etc takes money away from these commercial, marketing and professional photographers!

People should not be considered guilty before they've committed a crime. When you go along with these policies that assume guilt instead of innocence you're not only giving up your own precious rights you are undermining the intent of our forefathers and negating the sacrifices of our veterans to uphold and defend our liberty.

unlucky. all of my state parks here in AR are pretty much un-maintained. (only slight exaggeration.) i cannot remember the last time i saw a park ranger or any kind of authority figure in a state park here. easily was 15 years ago the last time i saw one around the parks.

I drove up Pike's Peak Aug 2017...was told I could fly, if I drove over to Colorado Springs & get permit from BLM -I inquired why-they said due to all the reservoirs there. I would have, but ran out of time.

There needs to be an organization like the ham radio operators have (ARRL) to stand up for the drone operators and not let every cat and mouse city ordinance make rules up as they go.

They should get their heads out of their ass. If we are licensed 107 we have spent money and time getting licensed. We're not lawbreakers and using excuses like I did not know. They for sure could and should change the law. It would generate more money. It could cause other pilots to get licensed so they could qualify for a drone flying mission in fed parks. Damn, they could even have us attach a GPS tracker to our the drone to make sure we flew only where we were allowed. When we check out we turn the tracker back in. They check the tracker then give back the deposit for the GPS tracker.

Good for you!! I love that you are to the point and not afraid to address things the way you see it. One time I wanted to get permits for a business using BLM land. They told me NO due to potential damage to the area. When I asked if I could do it if I didn't charge they said.."Of Course." So the issue had nothing to do with the damage potential. We also wanted to volunteer to clean up the areas where wild horses lived. They said no because we'd need a HAZMAT license. Sooo, we didn't clean it up and it has stayed trashed. SAD STUFF

Where they get you is disturbing the wildlife even if you start outside the park. With your note that you have to remain over 2000' I think that to fully comply you have to above 2000' with your drone.. Since you are limited in height with a drone they can get you on that rule also.

I'm within 5 miles of a grass field airport with no control tower (FAA ID X09). How do I get permission to fly a done in the area? I would be using a drone for Real Estate photography and would only be flying a couple of hundred feet in the air. I'm a couple of miles from the approach so I would not be interfering with planes that are landing.

I have a similar situation. You can start by talking to the guys at the airport. Even if it is not controlled, there are usually people around to tell you who to talk to.

I would be careful taking off and landing your drone outside of park but being inside the park yourself simply because UAS is defined as including your transmitter. So I guess it would depend how the regulation is worded.

I sent an email to request to fly over a national historic site, there a Revolutionary War fortification site 15 min from where I work. I offered to provide the NPS with all my photos and videos. They denied my request, here's their email response... Mr. Soniak, Thank you for your inquiry regarding drones over the fortifications. This activity is prohibited in National Park Service units such as Ninety Six National Historic Site. Additionally, the park does not have a need for aerial imagery as that material already exists. For reference, the superintendent's compendium states the following regarding drones: "Unmanned Aircraft: Launching, landing or operating an unmanned aircraft from or on lands and waters administered by the National Park Service within the boundaries of Ninety Six National Historic site is prohibited except as approved in writing by the superintendent. Definition: The term "unmanned aircraft" means a device that is used or intended to be used for flight in the air without the possibility of direct human intervention from within or on the device, and the associated operational elements and components that are required for the pilot or system operator in command to operate or control the device (such as cameras, sensors, communication links). This term includes all types of devices that meet this definition (e.9., model airplanes, quad-copters, drones) that are used for any purpose, including for recreation or commerce. Determination: The compendium closures required to implement this interim policy are necessary to maintain public health and safety in units of the National Park System and to protect park resources and values until the National Park Service can determine whether special uses of manned aircraft on lands and waters administered by the National Park Service are appropriate and will not cause unacceptable impacts on park resources and values. This closure by the Superintendent implements Section 1.5 of the NPS Management Policies of 2006, which provides that a new form of park use may be allowed within a park only after a determination has been made in the professional judgment of the Superintendent that it will not result in unacceptable impacts on park resources and values. When proposed park uses and the protection of park resources and values come into conflict, the protection of resources and values must be predominant." Pick your battles. I fly in the golden hours, mostly in the morning right after sunrise when people aren't streaming into the parks. I ask the people around the area I'm filming if it's cool and most of the time they say yes. Then I fly for about 10 minutes (plan the shots you want), then land and move along. I've been pulled over once, I played dumb and was nice to the ranger and he loved the photos. He said "I'll come back in 15 minutes, if you're still here I'll have to ticket you," and winked and left.

Check AirMap before visiting any NP. (BTW, The answer re: Zion is "No. Not without a permit from the Superintendent.") On the plus side, with a little careful research you'll find areas just outside many parks that are: a) every bit as breath-taking, b) far less crowded, and c) completely legal to fly.

I understand the desire of American citizens to escape humanity, noise and buzzing drones when they visit National Parks. On the other hand, drone pilots pay taxes that fund the National Park System. I’d like to see a lobby for changing the rules/laws so that drone flight is legal at least one day a week so long as the pilot honors other basic safety flight rules such as maintaining VLOS, staying under 400’ and not flying over people (and animals).

Hallo Drone fans. Firtst off all. I am from Austria and believe me, we do have stronger permissions to fly drones, as in US. I checked out all rules for the countries of interest, as well US, why I had seen your video. Round about in 3 years, I will visit Utah, Arizona and California after round 15 years again. I use a DJI mavic air, where the map anyhow will not allow me to fly in these zones, but I am very interested to make short non-commercial shots for my big filming hobby. Therefore I listened carefully your video and hope, there is a chance to get permissions to fly in dedicated areas. I had a training certificate for drones up to 2kg ( 4 lb) and hope this will help to can fly in respect to animals and other person, who like to enjoy, like myself, the silence of the nature. So please let me know, what I can do in this case. Still I have enough time to organise.

I am sorry if this has been already covered, but I feel people who run national/state/city parks or cops are not fully aware of Drone laws and I feel nervous that if a cop/ranger catches me even while flying in a legal fly zone, I might have to go through unnecessary legal hassle.

i know this is a year old, but here is the thing. look up regulations and you will find you can fly you drone in almost all state and city parks unless there is a city/county ordinance (contradicting FAA rules). most state and city parks i have been too there isnt a single issue and they dont even mention drones on their websites. it is literally only national parks that are being the problem.

I wish someone would do a video like this for ham radio. There is a ham radio activity called POTA ( Parks On The Air) and SOTA (Summits On The Air) where by you got to a designated park or mountain and try to make 10 contact over the radio. I have asked at the POTA site about permiting in Federal, State, County and City parks. I have never gotten a DEFINATIVE answer. The best I have gotten is "Oh just go set up and operated" Not an answer for me. Well... dammit. This makes me so sad. I've got a huge roadtrip all over the West visiting all the coolest natural wonders with my son when he graduates planned. I was going to buy a drone to get cool footage for my video projects, as well as making a really fun project with my son. But it looks like that would be illegal now. :(

Yeah it really sucks thats as a responsible drone pilot i go on vacation, but i can't shoot any aerial footage of the park. It's typical gov. Bullshit!!

I wonder if trying again with am new NPS superintendent in about another month will make a difference.... or even forwarding him/her your review will make a difference. If not, let's try the new Secretary of the Interior. I am absolutely a conservationist, but the way the federal lands have been managed is more like a totalitarian state than a democratic republic.

I suspect that your video here is just ignored by NPS. They will not pay any attention until you actually go fly there and post video of your flight without a permit. Have you heard anything yet?

While we are at it, what is the legal definition of a drone? We need to stop referring to our quadcopters as drones. They are simply multi-rotor model aircraft. They have nothing to do with actual aircraft. They are just little multi-rotor model aircraft. Model aircraft are exempt from all rules regarding actual aircraft as per Congress. Let's all get it together and forever stop the use of the word Drone.

I think it may be time for an association for 107 pilots to form a "lobby" or political action type group (NRA for example). Maybe you guys should think about heading that up? If only for the purpose of getting people organized on issues to petition our reps on. Just a thought to put out there. I mean there's the AOPA ... stuff like that ... now that things are more stable with the regs and procedures it might make sense.

Totally agree! There are twice as many registered "Drone Pilots" as full scale pilots so we as a whole have a huge amount of power since we really are the majority not the minority.

Be careful most indian lands/Pueblos I've visited said no filming. So if you have your camera on then you are in violation.

Then the NPS should create Drone specific areas, where it is safe to use it, and have signs warning members of the public, that they are entering a Drone Flying area

People are concerned about cameras for what reason? Drones don't show nearly as much detail as say.... A camera phone. Yet nobody bats an eye over that

I don't see how the National Park service can ban drones, the FAA already ruled that states cannot do such because the state does not own the air, neither do the National Parks, just something I noticed in the laws of drone usage which I hate the word drone, airplanes, helicopter, and ground vehicles are drones these days and do not get this stupid title.

Toysoldier The FAA has nothing to do with it, and the National Park Service (NPS) is a federal agency that makes federal laws and enforces federal statutes. They are part of the federal department of the interior. It has nothing to do with the state laws or the FAA. You need to grasp the concept in order to understand the situation. There are two working sovereigns in this country for the most part. The Federal and the State. The federal however is made up of many agencies that control different parts of the US, like the FAA and the Department of the Interior. In some cases they overlap as in this case. The FAA controls the things that fly but the NPS controls things that take off and land in the park so they both affect your rights when it comes to flying a drone in a national park. You can also run into state and city laws like noise ordinances in addition to all of what I posted above.

Toysoldier If you paid attention to detail you would see that I mentioned that. The FAA does not control where you can take off from or land. So the NPS stops you from TAKING OFF AND LANDING in the park, not from flying over it. You can fly from outside of the park into it but you can't take off and land in the park. Seriously you need to pay attention to details.

how is a dirtbike "dirtier" when they burn a lot less fuel, than your car you drove out there besides most of the time it's only allowed on fire roads and national forest roads, and designated trails that are usually shared with hikers and equestrian users usually where there is some mining or forestry activities. there are very few "open" areas outside of playa, vast areas of desert or sand dunes, i have rode my dirtbike a lot of legal places around the country, i spent a summer driving around 44 states and visited a lot of public lands federal and state, with my bike in the back of the truck. long story short it's just not good to pit any user against another user of public lands. sure there are bad apples in every bunch, just as you stated in this video about illegal drone activities taking place, I've packed out hikers trash before on my bike, just don't judge on that one dude. you don't know the appreciation riders have. are you humping a chain saw to clear public trails voluntarily on your own dime with your local club after winter before the season gets rolling? sorry man don't mean to come off as sounding mean. there are a lot in the dirtbike crowd that do a lot more than you think. hey man, if i seen you out on the trail and you got hurt somehow i'd help and if i couldn't i would leave you my food and water and ride fast as hell to get help.

fyi it would be a good idea to make sure you have permission to do anything on a rez from the tribal council. if for commercial reasons as it would be nice to make a donation as a good gesture of appreciation. you might make some friends that might let you fly in some really neat places.

Tbh, it’s all bull...model helicopters and aircraft have been around forever, not needing faa registration. Quads are far safer, and more advanced with obstacle avoidance, but cos they have cameras, theyre illegal? Aerial vehicle my ass. It’s a palm sized model toy basically, that you hear from 500 feet away. If you are hit by one, you should have heard it coming and avoid it. I’d fine pilots who crash into people, but all these small print restrictions are ridiculous. They don’t want you to,take and sell pictures from nail.parks, not realizing it’s basically perfect advertising for them, to promote people to go explore the beauty of the parks. He also made a good point about atvs ruining the land. Drones,do no harm.
