Heads up OBS had an update that changes some settings as of 10/22/22 if you keep it updated to the newest version. The version that straight up looks like streamlabs...

To fix your FPS issue, you're gonna have to lower in-game quality settings OR streaming quality settings in order to accommodate for your PC's streaming needs. Since you're limited on computing power, I'd use Streamlabs OBS as it utilizes your hardware just a little better than OBS.
