Second one is faster, but it really varies depending on your location and ISP. I live in Mexico and am fortunate enough to have a 200mb speed and have dabbled a lot in DNS servers. I switched my default DNS to the Cloudfare one (1.1.1.1, 1.0.0.1) and it worked great for a while. My switch got DL speeds up to 40 mb (with an ethernet adaptor) compared to the awful wifi of 16-ish. In the last few days, I noticed that the speed was dipping a lot, as it made Smash Ultimate unplayable online. So I switched today to Google's DNS (8.8.8.8, 8.8.4.4) and it upped my speeds to 70-ish for DL and 16 for UL. I don't know if it's my ISP or some other factor, but this has happened before with other DNS servers I've used in the past where they first work great but then deteriorate so much that I need to change them. My point is that if you feel your internet really, reaaaaally sluggish, try changing DNS servers in all your devices.

There is also one thing you can do to fix your NAT from type B to type A, from Nintendo internet settings make manual IP, and from router settings put that IP in dmz settings
