Recently travelled in September and this video helped in getting visa on arrival (shore pass).. ultimately it depends on the airline and immigration officers decision.. preferably going through Japanese airlines like JAL/ANA would possibly give good chances and this would only work if you have onward connections within 72hrs like they mentioned in this video.

You guys appear too greedy for thec likesonly & don't appear interested in helping others as it isn't very clear where is the office that issues shore pass is located & how to reach there after deplaning at the Haneda Airport? Please let others know the exact location of this office and whether it is just near the immigration desk. In fact, whom to ask if unable to reach/approach or locate that office you are talking about. I am afraid, if we stand in immigration line without the form that was issued to you before approaching the immigration officer, one can land in trouble for onward travel, leave apart visiting Tokyo for short duration, because without shore pass approval one has to do internal transfer only for onward journey. Does/shall the regular immigration officer finally give the shore pass and do they charge money for that or not isn't clear either. Please sincerely help.
