You can find Larvitar Anywhere outside of Mt. Silver at a 5-10% encounter rate. The mountainside shown in the video has a 5% encounter rate but you can encounter it at any time of the day.

You can also get Larvitar in the safari zone by placing 5 peak objects (small rocks, big rocks, mossy rocks) in the mountain area!
