As long as you have a degree given by an accredited body of the government you can apply for PhD. Giving admission and scholarships is always somewhat of a game of chance. You may also want to consider less competitive universities and countries for higher chances.

Good to see you are doing the masters degree after industry experience. The easiest thing for you would be get a job at a better rank at a company which uses your civil engineering knowledge. You may get principal engineer or management jobs at this stage. Corporate jobs will give you credit for both your work experience and your new degree.

It is best you clarify these issues by email to the university admission office and the professor. Scholarships are often competitive but there is a finite probability of getting them if one has a good application
