Application is always possible but getting a positive response can be difficult. Completing the PhD and improving the CV makes the cases stronger. Only an immigration lawyer can say if a case is really good.

MS degree is a good start. Some examples of personal exceptional achievements are needed. These could be patents, judging works of others, awards and honors, journal articles, presentations, work cited by others, etc. a good lawyer can help to make a case. An element of luck is always needed
