I am in Bowie, MD. It will be nice to know what should be my approach for growing Coreopsis at this time of the year. Can I not sow the seed directly in the ground/outdoor? To grow Semi Dwarf Red - Coreopsis tinctoria , do we have to follow the same rule?

If there is now summer then you can start growing coreopsis seeds. I have not tried to grow seeds directly into ground. You can try it. If you are growing in growing then don't cover the seeds too much with soil just lightly cover.
