Yes if you meant the soft stem is the stem shoots. Mature stems are needed on this process

Hello , i have tried it to propagate a green dust croton with 1cm of its green stem( not the brown hard one) . It has been 3 months but it haven't seen any new leaves or the size of stem increasing . Only the roots developed. Well , it was in a public garden so i must not take a stem from it. Can you please tell me , if it has any chance of success?

Hello. If roots develop well it is a good indicator that the cutting will grow. As long as the cutting don't rot then it will create new leaves.

Please let us know about your Growing medium for propagation and then for growth. Also I've Gold Dust (Thin Leaves) plant, where all the leaves fallen. I've moved it to a new pot with mixture of river sand, garden soil and fertilizer. But still not showing new leaves coming after couple of weeks. What could be wrong? How much time it should take to have new leaves? Kept it near window and no direct sunlight coming.

For propagation process, just use potting soil without any fertilizer. The cuttings don't need it yet. Just keep them properly in the shade area. After the leaves appear then you can move them to direct sun and give them fertilizer.
