In the package, what is the plastic 2in x 3in strip for?

Mylar tape protects your paint. It is shown in the video 9:18 There is also a black plastic that clips on as well 8:28

Why wouldn’t to want the limiter to stop the tailgate from falling? Just curious

If you don't flatten the limiter it will bind and not close properly.
