I may be wrong, but if the carriage bolts went in from the inside thought the small brackets with the nuts on top. would that have worked? That way there is less sticking down inside to hit your head on.

i think the sqaure portion (just under the dome) of the carriage bolt would crush the fiberglass?

Is the topper an aluminum topper or fiberglass topper? I want to add one to mine but i worry the separate mounting points will damage my fiberglass topper due to weight
